Statute
Introduction
- The International Cartoon Biennale in Písek (hereafter as the Biennale) has been held every other year since 1995 and is an open competition in which Czech as well as foreign authors may participate.
- The Biennale has a logo that may be used only with the consent of the organizers.
- The organizers are the City of Písek as represented by its Department of Education and Culture in cooperation with the Czech Union of Caricaturists.
1. Conditions for participation
- The organizers will announce the competition by posting it on www.cartoon-pisek.cz, by publication in professional journals, and by circulating the conditions of the competition to selected authors in the Czech Republic and abroad via email.
- By submitting drawings, each Biennale participant consents to the rules as stipulated in this Statute.
- Biennale participants may be authors from around the world over the age of 18 who meet the requirements of the Statute.
- Submitted drawings may be used by the competition organizers, free of charge, to promote and present the Biennale on promotional materials directly related to the Biennale as well as in mass media for the promotion and eventual professional reviews of an author or of the Biennale.
2. Content and technical conditions for sending artwork
- Topic: SURPRISE
- Number: maximum 5 entries
- Format: A4, A3
- Nominations for work are to be sent exclusively in electronic format (in JPG or PDF format, 300 dpi, the size of a single drawing may not exceed 3 MB) using the form at www.cartoon-pisek.cz.
- Entries to the Biennale must be original and still not evaluated in any international competition. Any apparent plagiarisms will be disqualified from the competition.
3. Awards and evaluations
- The jury will grant a total of 5 Awards: 1st place 1000 EUR; 2nd place 800 EUR; 3rd place 600 EUR; 4th place 400 EUR; 5th place 200 EUR. Each award also includes a certificate, and a material prize as well for the first three places.
- The organizer will invite those awarded to the opening ceremony and pay their accommodations for 2 persons for 1 night. Holders of awards from abroad will also receive a contribution for transportation at the maximum amount of EUR 100.
- Material prizes, certificates and cash prizes will be presented to the authors personally upon their participation in the opening. Non-present authors will be sent, based on their submitted banking information, only the financial reward minus banking fees, and a certificate.
- Financial awards shall be paid to the authors in EUR in the amount before taxes and subject to taxation under applicable laws.

6. Deadline calendar

7. Jury
- The competition organizers are entitled to establish the jury. The jury is to consist of at least 5 members including representatives of the organizers as well as Czech and foreign cartoonists and professionals. Other people may be added to the jury at the discretion of the organizers.
- The jury is entitled to a fee which includes the transportation cost of the juror to Písek. The fee is paid in the amount before taxes and subject to taxation under applicable laws. Jurors also have the opportunity to use accommodations as paid by the organizer during their jury duty as well as at the opening.
- The jury foreman will be elected from foreign representatives at the start of the jury hearings. The jury, at its own independent hearing, will make a selection of drawings for the exhibition catalogue, select the 20 finalists, and award prizes.
- The format of the jury hearing is as follows:
- Selection for the exhibition (standard)
- Selection for the catalogue (standard)
- Selection of 20 finalists (standard)
- In the finals, a closed box is to be placed in front of the drawings of each selected finalists, and each jurist shall receive 3 containers with a precisely measured amount of sand which he may divide at his own discretion. The maximum amount of sand that he may pour at a single drawing is one container. Each jurist is to pour the sand separately and in one round under the supervision of the jury secretary. The order is then determined by the respective amount of sand, as determined by weight.
8. The catalogue
- A selection of drawings in the catalogue will be done from the semi-final collection. The catalogue format is A5 wide (traditional), up to 500 copies.
- Each exhibitor shall receive a copy of the catalogue while the Czech Union of Caricaturists shall receive 100 pieces.
